What is a Community
Council?
In a large city
like Saint Paul it is easy to feel like you don't have a say in the
decisions that affect you. Community Councils are a way to give residents
a voice in the decisions that affect their neighborhoods and our city.
District 2 is one
of Saint Paul's 17 planning districts. We are located in the northeast
corner of St. Paul. Our boundaries are: Larpenteur Ave. on the north;
McKnight Road on the east; Minnehaha Ave. to the south; and Johnson
Parkway and the old Burlington Northern railroad berm to the west.
Each of the city's
planning districts has a Community Council as its official citizen participation
organization. District 2 Community Council is your neighborhood organization.
We are not part of city government-although we often cooperate with
the city and police in addressing problems.

Neighbors For Commitment to Community
The District 2 Community
Council was proud to nominate Judy Purcell, Rob Barbosa and Gayle Ponting
to the 2009 Neighborhood Honor Roll. District 2 Council members nominate
and vote on up to three candidates who they feel have made outstanding
contributions to the community and made District 2 a better place to
live. The Neighborhood Honor Roll is a citywide award to honor people
who improve the quality of life in Saint Paul. A celebration honoring
nominees from all 17 district councils was held at the University of
St. Thomas on January 22.
Rob Barbosa
- Rob has served on the Bicycle Advisory Board, the D-2 Community Council
Board, the North East Neighborhoods Block Nurse Program and on the Lafayette
St. Bridge Citizen Advisory Committee. He is on the board of North East
Neighborhoods Development Corporation and on the Hmong American Mutual
Assistance Association.
Judy Purcell
- Judy Purcell is nominated for her tireless efforts and leadership
as President of the Lake Phalen Townhome Association. She has represented
neighborhood concerns at community meetings and secured matching funds
to preserve the association's natural pond and the surrounding prairie
plants by working with the Watershed District and Prosperity Elementary.
Gayle Ponting
- Gayle has lived in the area since 1983. Gayle helped start the Case
Avenue block club. Over the years they have had much success gathering
neighbors for meetings, keeping neighbors informed and working with
several city departments, the Police and District 2 on vacant housing,
problem properties, and other issues.

You Can Make a Difference
Use your hands and
ideas to help your neighborhood. There are lots of volunteer opportunities
at District 2! No experience is necessary and special interests are
encouraged.
How about serving
on the board or a committee, being the contact person for your block
or apartment building, chaperoning a teen dance, helping at the cleanup,
or working on an issues that interest you?
